chore: remove copilot instructions (#1218)
Recent models like GPT-5 have broken these instructions. As such, I don't think that it's worth having these around anymore. I think that longer term it may be better to have a policy of having people disclaim which models they use in commit footers rather than having a "don't use this tool" policy, which people are just going to work around and ignore.
